TOWN OF BERLIN
REQUEST FOR RESPONSES (RFR)
RADIO TOWER EQUIPMENT INSTALLATION 


The Town of Berlin invites qualified vendors to remove and install new radio antennas and cables on two tower sites in the town to complete the first phase of Berlin’s radio project. Must be an approved vendor with American Tower.

The scope of work can be obtained by emailing Administrative Assistant to the Town Administrator Dee Green at selectmen@townofberlin.com. A site visit can be scheduled by emailing Police Chief Eric Schartner at eschartner.pd@townofberlin.com. Questions must be submitted to selectmen@townofberlin.com no later than October 12, 2023.

All responses, including attached certifications and documentation, must be submitted in writing and received NO LATER THAN 10:00AM on October 18, 2023 in the Select Board Office, 23 Linden Street, Berlin, MA 01503 by mail, or in-hand by depositing responses in the secure (green) lockbox in the front vestibule of the Town Office Building at 23 Linden Street. All responses received by the deadline will be reviewed for completeness and responsiveness.

The successful vendor MUST obtain a payment bond in the amount of fifty percent (50%) of the contract price within ten days of the contract award date.

The Town of Berlin reserves the right to reject any or all responses in whole or in part, to waive minor informalities, and to accept a response and award a contract in the best interest of the Town.

Request for Proposals (RFP)

Municipal Facilities Study and Reuse Plan

The Town of Berlin is soliciting proposals from qualified firms for a Municipal Facility Study and Reuse Plan.  This Study will survey existing conditions, identify, prioritize, and estimate the cost of capital improvements, and make recommendations regarding vacant and underutilized space.

The RFP will be available beginning June 28, 2023, at the Town of Berlin Select Board’s Office, 23 Linden Street, Berlin, MA 01503, or by emailing Administrative Assistant Mary Arata at selectmen@townofberlin.com. Questions concerning this RFP must be submitted via email to Mary Arata at selectmen@townofberlin.com no later than July 12, 2023. 

Proposals marked “Municipal Facilities Study” will be received at the Select Board Office until 4:00 pm on July 19, 2023.

The Town of Berlin reserves the right to cancel this RFP, waive minor informalities, and/or reject any or all responses deemed not to be in the best interest of the Town.

UPDATE posted and shared with plan holders 6/23/2023: 

14 companies sought bid packages

2 sealed bids were received by the 6/21/2023 @ 4:30 PM deadline.

  • Boston Hill Fence for $43,730
  • New Generation Landscaping & Fencing for $36,998

It is anticipated that, following further review and successfully getting under contract, the Town will be contracting with the apparent low bidder - New Generation Landscaping & Fencing.

The anticipated start date is July 2023.

COMMUNITY GARDEN FENCE AND GATES PROJECT

The Town of Berlin invites qualified vendors to submit written responses for supplying and installing a fence and gates at the Community Garden located at 25 River Road West in the Town of Berlin.

The scope of work statement will be available June 7, 2023, and can be obtained at the Town of Berlin Select Board’s Office, 23 Linden Street, Massachusetts 01503, or by emailing Mary Arata at selectmen@townofberlin.com. Questions regarding this request for responses must be submitted to selectmen@townofberlin.com by June 15, 2023.

Weather permitting, a site visit is planned for June 12, 2023, at 11 am at the Community Garden. This will be the only opportunity to view the site unless the date is rescheduled due to weather.

All responses, including the attached certifications and documentation, must be submitted in writing and received no later than June 21, 2023, at 4:30 pm in the Select Board Office, 23 Linden Street, Berlin, MA 01503.

The successful bidder will be required to obtain a payment bond in the amount of fifty percent (50%) of the contract price within ten days of the contract award date.

The Town of Berlin reserves the right to cancel this IFB, waive minor informalities, and/or reject any or all responses deemed not to be in the best interest of the Town


UPDATE: Contract awarded to Key Code Media, Inc. of Concord, NH for $39,176.00

Work should commence in the summer of 2023.

TOWN OFFICES HD AND HYBRID MEETING ROOM UPGRADES (posted 3/29/2023)

The Town of Berlin invites qualified vendors to submit written responses for the supply and installation of all equipment, wiring and all other ancillary equipment necessary to upgrade two meeting rooms and the Cable Access Office (“Control Room”) in the Berlin Town Offices for remote and live broadcasting capability.  The Berlin Town Offices are located at 23 Linden Street, Berlin, MA and the two meeting rooms to be upgraded are Rooms 218 and 227.  

The scope of work statement can be obtained by emailing Administrative Assistant to the Town Administrator Mary Arata at selectmen@townofberlin.com.  A site visit can be scheduled by emailing Cable Access Director Brittany Blaney-Anderson at cableaccess@townofberlin.com.  Questions must be submitted to selectmen@townofberlin.com by April 5, 2023.

Town Offices Roof Replacement Update:

The low bidder, VOMS Construction, Inc. of Dudley, MA, was awarded the contract for $119,000.00

Work should be commencing shortly/this summer 2023 as a building permit for the job was just pulled in early June.

Bullard House Sill Project

The Town of Berlin’s Historical Commission invites the submission of quotes for the repair/replacement of sill beams and a corner post at the historic Bullard House located at 4 Woodward Avenue.

The Request for Quotes (RFQ) will be made available in digital format beginning at 9:00 AM on Thursday, August 5, 2021 by emailing townadmin@townofberlin.com

Quotes must be submitted in writing by email to townadmin@townofberlin.com, by mail to Town Administrator, 23 Linden Street, Berlin, MA 01503, or in hand to the Office of the Town Administrator at 23 Linden Street no later than Friday, August 27, 2021 at 5:30 PM.

Prior to the deadline to submit quotes, a site visit may be requested by contacting the Town Administrator at 978-310-5919.

Submit questions in writing to Town Administrator Margaret Nartowicz by email at townadmin@townofberlin.com, in person, or by mail to 23 Linden Street, Berlin, MA 01503.

The contract for the above work will be awarded to the responsible vendor that provides the lowest written quote that meets the RFQ purchase description.

On June 21, 2021 the Select Board voted (3-0) to award this contract, based on the recommendation of the Town Administrator as the Chief Procurement Officer (CPO) to:

Award amount to qualified & lowest bidder = $140,320 subject to contract review & execution

Start Date = To Be Determined

The Town of Berlin invites contractors licensed by the Berlin Board of Health (“licensed installers”) to submit sealed bids for the materials and installation of a new septic system located at the Berlin Public Library, 23 Carter Street, Berlin, MA. A mandatory pre-bid site visit for all interested contractors will be held at 23 Carter Street, Berlin, MA at 9:00 a.m. on Monday, August 24, 2020. The Invitation for Bids and approved septic plan will be made available upon written request beginning at 10:00 AM on Friday, August 14, 2020 by emailing selectmen@townofberlin.com. Sealed bids must be received by Wednesday, September 2, 2020 at 10:00 AM, at which time they will be publicly opened and read aloud. A deposit equal to five percent (5%) of the bid amount must be included with the sealed bid. A fifty percent (50%) payment bond will be required upon contract award.
