ABOUT THE SELECT BOARD
The Select Board consists of three members elected by the voters for three-year staggered terms. The Select Board implements town policies unless such powers are specifically assigned to some other office or agency.
The Select Board is responsible for approving all personnel policy guidelines and regulations. It also has responsibility for hiring town employees in the departments for which it has responsibility.
The Select Board issues the warrants for Town Meetings and may make recommendations on various warrant articles; initiate legislative policy by inserting articles in Town Meeting warrants and then implement the votes subsequently adopted. The Select Board members make appointments of members for most boards and committees and hold public hearings on important town issues. The Select Board also serves as the licensing board responsible for issuing and renewing liquor and several other business licenses.
The Select Board, acting as the chief executive board of the town, has certain powers and duties under state statute.
Historically known as the Board of Selectmen, the name was changed to Select Board by unanimous vote of June 22, 2020, Annual Town Meeting (as approved by the Attorney General's Office on October 16, 2020, and effective upon posting by the Berlin Town Clerk on November 10, 2020) to amend the Town Bylaw as follows:
NAME CHANGE: BOARD OF SELECTMEN to SELECT BOARD

ARTICLE 1: To see if the Town will vote to amend the Town By-laws to substitute the term “Board of Selectmen” throughout with the term “Select Board” and the words “selectman, selectmen, selectwoman, or selectwomen” with the words “select board member(s)” or “member(s) of the select board” in each and every place they appear in the Town By-laws, and, further, to insert the following in Article I, Section 3, before the existing text thereof, the following:
For purposes of these by-laws, and for all official business of the Town, the board previously referred to as the Board of Selectmen shall hereinafter be referred to as the Select Board, with individual members to be referred to as “select board members” or “members of the select board”, and said Select Board shall have all the powers and duties of a board of selectmen as set forth in the General Laws or any special act applicable to the Town.
